Cosmetics and beauty packaging: cartons, set boxes, labels and the FDA panel

Reviewed by Kathy Evans, Tria PackagingUpdated

Most beauty products need three pieces of packaging: the container from your component supplier, a folding carton or rigid box around it, and a label if the container is not printed directly. Tria makes the second and third: cosmetic, skincare and serum cartons on 18pt SBS from 200 units in 10 to 14 business days, rigid set boxes from 200, and jar and bottle labels from 200 in 5 to 7 business days. FDA labeling rules apply to the outer carton as well as the container, so lay out the carton panels before you finalize the size.

What Tria makes for beauty, and what it does not

We make the paper and board around the product: folding cartons, rigid boxes, mailers, inserts, paperboard tubes, pouches and labels. We do not make glass or plastic bottles, jars, pumps, droppers, squeeze tubes, compacts or lipstick mechanisms. Your component supplier makes those, and we size everything to the exact component you send.

One honest limit on labels: we print on matte art paper, with lamination available, and we do not offer clear or white BOPP or polyester film labels. A paper label is right for most jars and bottles that live on a vanity. For a shower product that stays wet, ask your component supplier about printing directly on the container, or look at our PVC-free shrink sleeve, which covers the whole container in film from 500 units.

What FDA expects on the carton

This is packaging guidance, not legal advice. The point that matters for packaging design is that FDA's required label statements must appear on the outer container as well as the inner one. If your serum ships in a carton, the carton carries the full set. Plan for these:

ElementWhereRule
Statement of identity, what the product isPrincipal display panel21 CFR 701.11
Net quantity of contents, in US and metric unitsBottom 30% of the principal display panel21 CFR 701.13
Ingredient declaration, in descending order of predominanceAny information panel of the outer container21 CFR 701.3
Name and place of business of the manufacturer, packer or distributorInformation panel21 CFR 701.12
Domestic address, phone number or website for adverse event reportsLabelFD&C Act section 609(a), added by MoCRA
Warning statements where they apply, for example on aerosolsInformation panel21 CFR 740

Two clarifications we get asked about. There is no FDA approval or "cosmetic-grade" certificate for a carton or a label; responsibility for the product and its labeling sits with the brand. And the open-jar period after opening symbol is an EU requirement, not a US one. You can print it if you sell in both markets, and it does no harm, but it does not replace anything on the list above.

If your product is also a drug, such as a sunscreen, an anti-dandruff shampoo or an acne treatment, it carries a Drug Facts panel instead of, or as well as, the cosmetic panel. That panel is denser and needs more room, so tell us at the quote stage.

Inserts: what holds the bottle

Glass in a carton needs something to stop it moving. On the skincare and serum cartons we build a die-cut paperboard cradle into the carton. For a set box we cut a single insert with a cavity per product. For heavier glass or for shipping, a molded pulp insert holds a bottle with no plastic, and our foam insert is die-cut EVA or PE when you need cushioning. We do not make CNC-cut polyurethane foam.

Finishes that suit beauty

Soft-touch lamination on 18pt SBS is our default suggestion for beauty cartons: it reads as expensive, takes foil and deboss well, and costs less than moving up to a rigid box. Gloss lamination suits bright, photographic packs. Foil, spot UV and debossing are all available on the carton range. Keep the ingredient panel on a matte area; small type over gloss or foil is hard to read under store lighting.

An illustrative spec

Illustrative spec, not a client order. A skincare brand launching a 30 ml glass dropper serum: serum and dropper carton at about 1.5 by 1.5 by 4.75 inches on 18pt SBS, soft-touch lamination, gold foil wordmark, a die-cut cradle holding the bottle upright so the bulb clears the lid, and the ingredient declaration, net quantity, name and place of business and adverse event contact laid out on the back and sides. 500 cartons, 10 to 14 business days after proof. For a launch gift set, the same serum goes into a skincare set box with the moisturizer and cleanser, 12 to 14 business days.

Questions people ask

Does the ingredient list have to be on the carton?

Yes, when the product is sold in a carton. FDA requires the label statements to appear on the outer container as well as the inner one, and the ingredient declaration under 21 CFR 701.3 goes on an information panel of the outer container. We reserve that panel on the dieline before artwork goes on.

Should I use a carton or a rigid set box?

Use a folding carton for a single product that sits on a shelf and is opened and recycled; it ships flat and starts at 200 units in 10 to 14 business days. Use a rigid skincare set box when three to six products are sold together as a gift and the box will be kept; it arrives assembled and runs 12 to 14 business days.

Do I need the period after opening symbol in the US?

No. The open-jar symbol is an EU requirement. You can print it if you also sell in Europe, but it does not replace any US requirement such as the ingredient declaration or net quantity.

Does Tria make bottles, jars or pumps?

No. We make cartons, rigid boxes, mailers, inserts, paperboard tubes, pouches and labels. Containers, pumps and droppers come from your component supplier, and we size our packaging to the exact component you send.

Can you print clear labels for cosmetics?

No. Our labels print on matte art paper, with lamination available. We do not offer clear or white film labels. For a container that needs a film finish all over, our PVC-free shrink sleeve is the closest option, from 500 units.

What is the cosmetic mailer box for?

Shipping beauty products direct to the customer. It is an E-flute corrugated mailer with a fitted 24pt paperboard insert that holds jars, droppers and tubes upright, from 200 units. A carton is for the shelf; the mailer is for the parcel network.

Ready to price your beauty packaging?

Send the component, or its drawing, and the panel copy you have. We send a quote and a dieline sized to the bottle or jar, usually within one business day, and every order includes a complimentary digital proof.
